London-based Outerlimit has raised $16m in pre-seed funding from AlbionVC, Evolution Equity Partners and Crane Venture Partners. The company emerged from stealth with a security and authorisation layer designed to control what AI agents can do when they call tools, systems and APIs.
Founded by former Egress executives Tony Pepper and Neil Larkins with neuroscientist Peter Vincent, Outerlimit says its distributed architecture binds identity, policy and execution context at the moment an action occurs. The platform is designed to help enterprises discover agents, observe activity and enforce deterministic controls.
Security moves to the action boundary
Traditional identity systems decide who or what can access a resource. Agentic software creates a second problem: an authenticated agent can still chain tools, consume untrusted inputs and take an unintended action at machine speed. Outerlimit's thesis is that authorisation must therefore be evaluated at every execution step, not only when access is granted.
That approach will depend on integration breadth and reliability. Security teams will need the control layer to sit across different agent frameworks and tool environments without becoming a bottleneck. The funding gives Outerlimit room to build that infrastructure, but enterprise trust will ultimately rest on technical validation and enforceable policy coverage.
